    Chibi-Chibi was first seen in the Stars episodes. In the anime she is Galaxia's star seed. In the manga it is different. She first appeared much like Rini did, instead of falling out of the sky she flies down with her umbrella. Serena catches it and returns the umbrella back to Chibi-Chbi, then Chibi-Chibi suddenly disappears  while Serena got her back turned. When Serena goes home her mom scolds her for not taking her sister, chibi-chbi, on a walk. Chibi-Chibi had fooled her parents just like Rini did.. Since Chibi-Chibi is only around 2 all she can say is Chibi-Chibi. (I thought that was the cutest) Since she was so young basically all she can do is power up Eternal Sailor Moon when fighting an enemy. Everyone could not figure out who she was. They thought she could be Serena's second daughter from the future or Rini's daughter from the future. What they didn't know what that she is the light of hope. The only thing that can stop Galaxia.
